New licensing laws for Ealing's private landlords

Ealing Council have announced that the new additional and selective licensing schemes will both come into force from 1 January 2017.

This will make it a legal requirement for landlords to obtain a licence to operate certain houses in multiple occupation (HMO) anywhere in Ealing, with licensing extended to all private rented homes in five wards of the borough.
 
The five affected wards are Acton Central, East Acton, South Acton, Southall Broadway, and Southall Green and can be seen on a map here (opens as a pdf). For detailed ward maps with street names, visit Ealing Councilís website here to download the individual maps.

These new licensing schemes will run for an initial 5 year period, although they will be subject to annual review.

To obtain a licence for five years, landlords will be required to pay a licence fee for each rented property in the designated schemes.

Costs to landlords of the new schemes are likely to be as follows for a five year period:

License an HMO - £1100 + £30 for each habitable room + any works expenses to meet license requirements

License a non-HMO in an affected ward - £500 + any works expenses to meet license requirements

 

Applicants who sign up between 1st October and 31st December 2016 may be eligible to receive a 25% early bird discount and save themselves hundreds of pounds. Those who are already members of a recognised landlordís accreditation scheme may also qualify for a further discount of £75.


The council will charge the following:
£100 Applications submitted in paper form
£50 Council assistance to complete an application form

Once the scheme is in force, failure to obtain a licence can result in a criminal prosecution and an unlimited fine.
